The District of Meißen at a glance

Der district Meißen erstreckt sich über rund 1,455 Quadratkilometer im nördlichen Saxony. Prägend ist das Tal der Elbe, das die fruchtbaren Löss-Hügelländer der Lommatzscher und Großenhainer management von den Teich- und Waldlandschaften im Norden trennt.

Naturräumlich gehört der größte Teil des Kreises zum Sächsischen Hügelland und Erzgebirgsvorland (BfN-Großregion D19), während die nördlichen Elbeniederungen um Riesa und Zeithain dem Elbe-Mulde-Tiefland (D10) zuzuordnen sind. Diese Vielfalt bringt sehr unterschiedliche habitats und damit unterschiedliche Kompensationsanforderungen mit sich.

Die Wirtschaft ist etwa zu gleichen Teilen von produzierendem und verarbeitendem Gewerbe, von Land- und Weinbau sowie vom Tourismus geprägt. Der Siedlungsdruck aus dem angrenzenden Dresdner Ballungsraum sorgt zusätzlich für land take und entsprechenden Ausgleichsbedarf.

The impact mitigation regulation under §§ 13 to 15 BNatSchG applies, specified by the Saxon Nature Conservation Act. Assessment and accounting follow the guidance recommendation for assessing and accounting for impacts in the Free State of Saxony. Eco-account measures follow the Saxon Eco-Account Ordinance.
An eco-account allows enhancement measures to be implemented before a specific impact and recognised by the nature conservation authority. The enhancement gain achieved is recorded in value units and can later be assigned to an impact as compensation or replacement.
Saxony uses a biotope valuation method according to the guidance recommendation. The value of an area results from biotope type and condition, the enhancement from the difference between initial and target condition. There is no uniform eco-point throughout Germany, value units are tied to the Saxon procedure.
The lower nature conservation authority at Meißen District Office (District Environmental Department) at Brauhausstraße 21 in Meißen is generally responsible. For certain projects, the upper nature conservation authority at the State Office for Environment, Agriculture and Geology or specialist authorities may be involved.
Strict and particularly protected species are subject to the prohibitions of § 44 BNatSchG. Species affected here include, for example, sand lizard, great crested newt, bats and planning-relevant bird species such as skylark and northern lapwing. Precautionary compensation measures (CEF) are often required to maintain the favourable conservation status (FCS) of local populations.
