The impact mitigation regulation under § 15 BNatSchG applies in conjunction with the Saarland Nature Conservation Act (SNG). Advance measures can be established as eco-accounts under § 30 SNG and entered in the state-wide compensation register. Bavarian regulations such as BayKompV do not apply in Saarland.
An eco-account is an instrument for implementing and recognising enhancement measures before an impact occurs. The ecological enhancement achieved is registered and can later be credited as compensation or replacement for an impact. The basis is § 30 SNG. Only measures already carried out can be entered in the eco-account.
The lower nature conservation authority (Untere Naturschutzbehörde) at the district administration of St. Wendel District, Mommstraße 21-31, 66606 St. Wendel, is responsible. It examines impacts, agrees compensation measures and participates in recognising eco-account measures. The Saarland nature conservation administration handles state-wide tasks.
The district predominantly belongs to the Saar-Nahe Highlands and Rolling Country (BfN major natural region D52) with the St. Wendel Basin and the Prims-Blies Rolling Country. The forested north around Nonnweiler and parts of Nohfelden extend into the Hunsrück (D42) and the Black Forest Highland.
Regularly relevant are strictly protected species under § 44 BNatSchG such as European wildcat, black stork, various bat species, hazel dormouse and amphibians. If affected, advance compensation measures (CEF) are required to ensure the ecological function of breeding sites and resting places is maintained continuously.

We secure the land permanently, implement the measures to professional standards and oversee coordination with the lower nature conservation authority as well as subsequent monitoring.
