The City of Landau in der Pfalz at a glance

Landau in the Palatinate is an independent city in the Southern Palatinate and is completely surrounded by Südliche Weinstraße district, whose district administration is also based in Landau. As an upper centre with approximately 48,000 inhabitants on around 83 km², the city is the administrative, higher education and commercial centre of the region. Administrative regions have not existed in Rhineland-Palatinate since 2000, the city assumes the tasks of the lower nature conservation authority itself.

The city territory is located at the transition from Haardt margin to Upper Rhine plain. The western city districts such as Godramstein, Nußdorf and Wollmesheim extend into the climatically favourable wine-growing locations at the foot of Palatinate Forest, to the east the fertile Rhine plain with loess and sandy soils follows. The Queich flows through the city from west to east and connects Palatinate Forest and Rhine.

Ecologically outstanding is the nature reserve and FFH area Ebenberg, a former military training ground south of the city centre. On the extensive, poor meadows and semi-dry grasslands, meadow-breeding birds such as the northern lapwing breed, alongside orchids and thermophilic insects can be found. The area is amongst the most important open land protection areas of the Southern Palatinate.

Economically, wine cultivation, trade, administration and the University (RPTU Kaiserslautern-Landau) shape the city. After the withdrawal of the French garrison, large conversion areas emerged, including the residential park At Ebenberg and the site of the state garden exhibition 2015. Housing, commerce and infrastructure continue to generate land consumption and thus compensation requirements under the LKompVO.

✅ greeNature on the ground

greeNature is active nationwide and manages compensation projects in the Southern Palatinate. We know the State Compensation Ordinance Rhineland-Palatinate (LKompVO), the binding practice guide for determining compensation requirements as well as coordination with the lower nature conservation authority of the city of Landau from ongoing project work.

Compensation in the city

Typical measures in the city of Landau in der Pfalz

💧

Water course restoration Queich

Restoration of near-natural banks, floodplain structures and continuous sections at Queich and its tributaries, spawning and breeding habitats for amphibians and kingfisher in the city territory and surrounding region.

🧱

Desealing & urban redevelopment

Demolition and desealing of no longer used sealed surfaces at conversion and commercial sites, restoration of soil functions and greening as compensation for new sealing.

🌼

Calcareous grassland & meadow management

Preservation and development of semi-dry grasslands and poor meadows following the model of the Ebenberg area, extensive management as habitat for meadow-breeding birds, orchids and thermophilic insects.

🍎

Traditional orchards at Haardt margin

Creation and management of traditional orchard stocks at the transition from vineyards to open fields, habitat for little owl, wryneck and cavity-dwelling bats.

🌾

Grassland enhancement Rhine plain

Conversion of intensively used arable and grassland areas in the city-adjacent surrounding region to species-rich fresh and wet meadows, habitat for skylark, northern lapwing and amphibians.

🌿

Hedgerows & habitat network

Creation of hedgerows, margins and stepping-stone habitats in the impoverished open fields, networking of habitats between Haardt margin, Queich valley and Upper Rhine plain.

Species diversity

Protected species in the Southern Palatinate at Haardt margin between Wine Street and Upper Rhine plain

🐦

Northern lapwing

The northern lapwing breeds on the open poor meadows of the Ebenberg area and in wet grassland areas of the Upper Rhine plain. In impacts on its open land, grassland enhancement and disturbance-free meadow management are typical CEF measures pursuant to § 44 BNatSchG.

🦟

Skylark

The skylark inhabits the open arable and grassland landscapes around Landau. Skylark windows, extensively managed field margin strips and species-rich grassland secure its breeding success.

About this species ›
🦎

Sand lizard

Wine-growing locations, dry-stone walls, slopes and railway embankments at Haardt margin offer the sand lizard sunny habitats. In construction and transport projects, it is a frequent target species for CEF measures.

About this species ›
🐸

Amphibians

Tree frog and other amphibians use small water bodies, ditches and floodplains in Queich valley and Upper Rhine plain. Newly created and networked spawning waters are frequent compensation measures.

About this species ›
🐦

Kingfisher

The Queich and its near-natural bank sections offer the kingfisher hunting and breeding opportunities. Steep banks, structurally rich banks and a continuous food supply are decisive for it.

🦇

Bats

Old trees, traditional orchard stocks, cellars and buildings in the city territory serve numerous bat species as quarters and hunting grounds. Quarter securing and maintaining leading structures are typical measures.

Typical projects

Which projects trigger a compensation obligation?

🏘️

Residential construction & conversion

On former garrison sites, new residential districts emerge such as the residential park At Ebenberg. Such conversion and new building projects trigger compensation and replacement obligations pursuant to §§ 13 to 15 BNatSchG, often combined with species protection CEF measures.

🏭

Commerce & logistics

Commercial and retail establishments in the upper centre Landau and in the adjacent Upper Rhine plain generate land consumption and sealing. The compensation requirement is determined via the LKompVO in biotope value points.

🛣️

Transport & infrastructure

The expansion of B10 and A65 in the surroundings of the city, town passages and rail infrastructure impact open land and water habitats and regularly justify compensation and replacement measures.

⚡

Renewable energy

Ground-mounted photovoltaic systems on arable land of the Upper Rhine plain and installations on conversion areas require nature conservation compensation and species protection assessments, for example for skylark and northern lapwing.

Frequently asked questions

All about eco-points
in the city of Landau in der Pfalz

The major part of the city territory belongs to the BfN natural region D53 (Upper Rhine Lowland) with loess and sandy soils of the Upper Rhine plain. The western city districts at Haardt margin bridge to the natural region D51 (Palatinate Forest). For compensation obligations, the natural-regional classification of the impact is decisive, greeNature determines this for you.
The assessment is based on the State Compensation Ordinance Rhineland-Palatinate (LKompVO) in conjunction with the binding practice guide for determining compensation requirements. The basis is a biotope assessment in biotope value points from the difference between initial and planned target status of an area. The legal basis remains the impact mitigation regulation pursuant to §§ 13 to 15 BNatSchG.
As an independent city, Landau assumes the tasks of the lower nature conservation authority itself. Responsible is Landau in the Palatinate city administration, Environmental Office, Department of Nature Conservation and Climate, Friedrich-Ebert-Straße 3, 76829 Landau in the Palatinate. greeNature coordinates all official agreements fully for you.
In urban and city-adjacent surroundings, frequent measures are restoration of Queich, desealing of no longer used surfaces, management and development of poor meadows and semi-dry grasslands, creation of traditional orchards at Haardt margin as well as enhancement of grassland in the Upper Rhine plain. The selection depends on impact type and natural region.
The nature reserve and FFH area Ebenberg with its poor meadows and meadow-breeding birds, including the northern lapwing, is a sensitive habitat. Impacts in its surroundings can require FFH compatibility assessment as well as species protection measures pursuant to § 44 BNatSchG including CEF measures. greeNature advises you on all nature conservation requirements.
Yes. Well suited are grassland and arable areas in the Upper Rhine plain, slopes and abandoned vineyard locations at Haardt margin as well as areas at Queich with development potential. Via a recognised eco-account under LKompVO, upgrades can be implemented in advance and later offset. You remain owner, greeNature takes over planning, implementation, management and monitoring.
