The District of Minden-Lübbecke at a glance
Kreis Minden-Lübbecke forms the north-east corner of North Rhine-Westphalia and belongs to the Detmold administrative region in East Westphalia-Lippe. Known as the Mill district, it extends from the wide North German lowland in the north to the wooded ridge tops of Wiehengebirge and Weser Mountains in the south.
Naturally, the district divides into two major landscapes. The north belongs to Weser-Aller Lowland (D31) with extensive moors, geest areas and Weser floodplain; the south to Lower Saxony Highlands (D36) with Wiehengebirge and Wesergebirge ridge crests and the Weser breakthrough at Porta Westfalica.
Ecologically defining are Großes Torfmoor, North Rhine-Westphalia's largest bog area, the Bastaue lowland with its wet meadows and the Weser floodplain as a supra-regionally significant habitat for wading and waterbirds. With three EU bird protection sites and 17 FFH sites, the district is part of the European Natura 2000 network.
Economically, agriculture, small and medium-sized industry (including Espelkamp and Minden) plus strong wind energy expansion characterise the district. Infrastructure, energy and extraction projects regularly create compensation requirements, addressed in North Rhine-Westphalia via the numerical biotope-value procedure and the Ökokonto-Verordnung NRW.

✅ greeNature on the ground
greeNature operates nationwide and knows Ökokonto-Verordnung NRW requirements and the LANUV numerical biotope-value procedure from practice. We co-ordinate measures with the lower nature conservation authority of Minden-Lübbecke district and consider the natural-region particularities of Weser floodplain, Bastaue lowland and Wiehengebirge.
Typical measures in the district of Minden-Lübbecke
Bog restoration
Rewetting of drained bog and lowland areas in Bastaue lowland and Großes Torfmoor, rebuild of peat-forming vegetation and habitat for bog birds and amphibians.
Weser floodplain restoration
Reconnection of oxbows, development of floodplain woodland and wet grassland along the Weser plus near-natural bank structures for kingfisher and meadow-breeding birds.
Grassland extensification
Conversion of intensively managed land to species-rich wet grassland, enhancement of biotope value using LANUV numerical procedure, habitat for northern lapwing and other meadow birds.
Species protection CEF/FCS
Advance compensation and safeguarding measures under § 44 BNatSchG, such as sand-lizard habitats on extractions and railway embankments, bat roosts and new amphibian waters, co-ordinated with the lower nature conservation authority.
Watercourse development
Restoration of Bastau, Große Aue and smaller waterbodies, creation of near-natural riparian strips and improvement of connectivity for watercourse fauna.
Forest and habitat network
Conversion of nature-distant stands to site-appropriate broadleaf mixed forests in Wiehengebirge and Weser Mountains; hedgerows and meadows as stepping stones in geest arable.
Protected species in the Mill district between Weser and Wiehengebirge
Meadow-breeding birds of Weser floodplain
The Weser floodplain ranks among North Rhine-Westphalia's most significant breeding and resting areas. Northern lapwing, black-tailed godwit and white stork benefit from rewetted wet grassland, a frequent compensation measure goal.
About this species ›Skylark of open field landscape
In the wide arable countryside of northern geest, skylark breeds on the ground. Skylark windows, flower strips and extensive arable margins are typical meadow-bird measures.
About this species ›Amphibians of bog and floodplain waters
Marsh frog, natterjack toad and tree frog inhabit small waterbodies in Bastaue lowland and Weser floodplain. Newly created, sunny breeding waters secure populations.
About this species ›Bats in Wiehengebirge
Old broadleaf forests and cavity trees of Wiehengebirge and Weser Mountains provide roosts for forest-dwelling bat species. Roost trees, replacement boxes and securing of hunting habitats are customary CEF measures.
About this species ›Kingfisher on Weser and Bastau
Near-natural steep banks and clear watercourses are kingfisher habitat. Bank erosion and restoration of watercourse courses create new breeding opportunities.
About this species ›Great crested newt in wetland habitats
The strictly protected great crested newt inhabits fish-free still waters in the district. Creation and networking of sunny small waterbodies are among effective measures for the species.
About this species ›Which projects trigger a compensation obligation?
Wind energy
Minden-Lübbecke district ranks among North Rhine-Westphalia's wind-strong regions. New construction and repowering of wind installations trigger species protection assessment and compensation requirements, particularly for field birds and bats.
Transport and infrastructure
Motorways A2 and A30, federal roads like B482 and B61 plus Weser bridges and rail routes generate compensation and replacement obligations under impact mitigation regulation of §§ 13 to 15 BNatSchG with expansion and new construction.
Raw material extraction
Sand and gravel quarrying in Weser floodplain and Wiehengebirge edge require environmental impact assessment plus reclamation and compensation concepts. Extractions frequently create valuable replacement habitats.
Settlement and commerce
Residential and commercial areas in Minden, Bad Oeynhausen, Lübbecke and industrial location Espelkamp require statutory nature-conservation compensation. Landowners can contribute their properties as eco-account areas.
