The City of Salzgitter at a glance

Salzgitter is an independent city in south-eastern Lower Saxony and lies between Hildesheim, Braunschweig and the northern Harz foothills. Lower Saxony no longer operates administrative regions, so the city is allocated directly to the state and has an independent lower nature conservation authority. Characteristic is the polycentric structure of seven municipality areas and 31 city districts with extensive undeveloped areas between the settlement centres.

In terms of natural regions, Salzgitter lies in the transition between the fertile loess Börde in the north and the forested Salzgitter elevation in the south. The elevation is built from layers of the Cretaceous and Jurassic periods and was shaped over centuries by iron ore mining. From this mining history, the Salzgittersee emerged, amongst other things, as a restored water body.

Ecologically significant are the Natura 2000 areas in the city: the FFH area 122 Salzgitterscher elevation (southern part) with beech and oak forests, historical coppice and middle woods as well as calcareous grassland and the FFH area 121 Innerste floodplain (with Kanstein), which is known for its heavy metal grasslands and the return of the beaver. The flowing waters of Fuhse and Warne cross the northern city area.

Economically, Salzgitter is a significant industrial location, shaped by steel production (Salzgitter AG), vehicle and battery cell manufacturing as well as mechanical engineering. Industrial extensions, transport and residential construction projects regularly trigger compensation obligations, which in Lower Saxony are determined under sections 13 to 15 of the Federal Nature Conservation Act, the NAGBNatSchG and a biotope value procedure.

Compensation in the city

Typical measures in the city of Salzgitter

💧

Water body restoration

Removal of culverts and riverbank fortifications on Fuhse, Warne and Innerste, creation of naturalistic floodplain structures and spawning habitats, promotion of beaver, kingfisher and fish fauna in the city-adjacent water network.

♻️

Unsealing of industrial brownfields

Removal and unsealing of no longer used commercial and rail areas in the steel and industrial belt, restoration of rooted soils and development of open succession biotopes.

🌿

Grassland improvement in Börde surroundings

Extensification of intensively used arable areas in the northern loess Börde to species-rich grassland, habitat for meadow-breeding birds such as northern lapwing and skylark in the transition to settlement edges.

🌳

Coppice and forest edge management

Resumption of historical coppice and middle wood management at Salzgitterscher elevation, preservation of open oak forests, structured forest edges and deadwood for bats and hazel dormouse.

🦎

Species protection CEF and FCS

Advanced compensation measures for sand lizard on rail and industrial areas, great crested newt water bodies at the elevation, bat roosts and replacement habitats, coordinated under section 44 of the Federal Nature Conservation Act.

🌾

Hedgerows and habitat networks

Creation of hedgerows, field copses and margins in the cleared Börde landscape as stepping-stone habitats between elevation, floodplains and fields, linking isolated habitats in the city area.

Species diversity

Protected species in the Salzgitter elevation between Börde and Innerste highlands

🦎

Sand lizard

Railway embankments, ruderal areas and sun-exposed banks in the industrial belt offer suitable habitats for the sand lizard. In construction and commercial projects, it is a frequent target species for advanced CEF measures under section 44 of the Federal Nature Conservation Act.

About this species ›
🦇

Bats in the coppice

Old oak stocks and historical coppices at Salzgitterscher elevation provide roosts and hunting grounds for forest-associated bat species. Preservation of cavity trees and replacement roosts are typical measures.

About this species ›
🐦

Kingfisher and beaver on the Innerste

Beavers have resettled in the Innerste floodplain, steep banks and naturalistic water body sections offer the kingfisher breeding places. Water body restoration along Innerste and Fuhse strengthens these habitats.

About this species ›
🐸

Great crested newt

Smaller wet biotopes and woodland ponds at Salzgitterscher elevation harbour the strictly protected great crested newt. Creation and linking of sunny spawning waters are effective compensation measures for this species.

About this species ›
🌾

Northern lapwing and skylark

The open loess Börde in the north of the city area is breeding habitat for field birds such as northern lapwing and skylark. Extensification and flower areas in arable land create breeding and feeding habitats.

🌰

Hazel dormouse

Structured forest edges, hedgerows and old coppices at the elevation provide habitat for the hazel dormouse. Preservation of continuous hedge structures and berry-bearing shrubs secures its populations.

Typical projects

Which projects trigger a compensation obligation?

🔋

Battery cell factory (PowerCo)

With the battery cell factory of Volkswagen subsidiary PowerCo, one of the region's largest industrial projects is being created in Salzgitter. Land use, development and infrastructure generate substantial compensation needs, which greeNature handles as a full-service partner.

🏭

Steel works and SALCOS transformation

The Salzgitter AG site is one of Germany's most important steel works. The conversion to hydrogen-based, low-carbon steel production (SALCOS) and further facility extensions trigger nature conservation compensation obligations.

🛤️

Transport and infrastructure

Bypass routes, the expansion of federal highways, rail systems and utility lines as well as large-scale infrastructure projects in the city require impact assessment and compensation under sections 13 to 15 of the Federal Nature Conservation Act.

🏘️

Settlement and commercial development

New residential areas in Lebenstedt and Salzgitter-Bad as well as commercial and logistics areas require nature conservation compensation measures. Owners of suitable areas can include them as eco-account areas.

Frequently asked questions

All about eco-points
in the city of Salzgitter

Salzgitter lies in the transition between two BfN major landscapes. The northern city area belongs to the loess-marked Börde regions (D32) with fertile arable areas, whilst the Salzgitter elevation in the south extends into the Weser-Leine highlands (D36) and the Innerste highlands. For compensation, the natural region association of the individual impact is paramount, greeNature assigns your project professionally.
In Lower Saxony, compensation is governed by sections 13 to 15 of the Federal Nature Conservation Act and the NAGBNatSchG. Unlike Bavaria, there is no nationwide regulation, the assessment is carried out via a biotope value procedure that sets impact and compensation against each other in value points (eco-points). Eco-points are provided from authority-recognised eco-accounts under section 16 of the Federal Nature Conservation Act. greeNature undertakes needs assessment, land allocation and full coordination with the lower nature conservation authority.
Since Salzgitter is independent, the city itself undertakes the duties of the lower nature conservation authority. Responsible is the Environment department of Salzgitter city, Joachim-Campe-Straße 6-8, 38226 Salzgitter. greeNature coordinates all authority consultations for you, from measure planning to acceptance.
In the urban and industrially influenced city area, frequent measures are restoration of Fuhse, Warne and Innerste, unsealing of no longer used industrial and rail areas, improvement of grassland in the northern Börde and management of historical coppice and middle woods at Salzgitterscher elevation. In addition, there are species protection CEF measures for sand lizard, great crested newt and bats.
Yes. In the city area lie FFH area 122 Salzgitterscher elevation (southern part) and parts of FFH area 121 Innerste floodplain (with Kanstein). Impacts in the area around these regions may require an FFH compatibility assessment under section 34 of the Federal Nature Conservation Act, from a species protection perspective FCS measures under section 45 paragraph 7 of the Federal Nature Conservation Act are possible. greeNature advises you on all nature conservation requirements.
Yes. Particularly suitable are intensively used arable areas of the Börde, water body edge strips on Fuhse and Innerste as well as areas on the edge of the elevation. Through an eco-account under section 16 of the Federal Nature Conservation Act, improvements can be recognised as eco-points and later assigned to project developers. You remain owner, greeNature undertakes planning, implementation, management and monitoring.
