The City of Frankfurt (Oder) at a glance
Frankfurt (Oder) is an independent city in eastern Brandenburg, located directly on the Oder and on the border with Poland. With around 147.85 km², about 56,600 people live there. As an independent city, Frankfurt (Oder) operates its own lower nature conservation authority. Brandenburg is not divided into administrative regions; the city is thus directly subject to state authorities.
Naturally, the city lies in the Warsaw-Berlin ice-margin valley with the broad Oder valley, whilst the surrounding area transitions to the East Brandenburg heath and lake region (D06) with pine forests, sandy soils and the warm-favoured Oder slopes. The Oder as a border river simultaneously forms an important habitat network backbone.
Ecologically defining is the Oder valley. The FFH site Oder-Neiße supplementary area with the Oder section at Frankfurt city area and the island Ziegenwerder protects soft-wood floodplain forests and floodplain grassland. Additionally, seven nature reserves are designated in the city area; many sites belong to the European Natura 2000 network.
Economically, the Europa-Universität Viadrina, the IHP Leibniz Institute for innovative microelectronics and the East Brandenburg Technology Park with semiconductor and technology firms characterise the city. Residential building, commercial settlement, expansion of transport corridors (B87, close to A12, rail line from Berlin to Warsaw) and energy projects regularly trigger compensation and replacement obligations under sections 13 to 15 BNatSchG.

✅ greeNature on the ground
greeNature operates nationwide and is familiar with Brandenburg compensation law. In Frankfurt (Oder), we work according to the Guidance for implementing the impact mitigation regulation in Brandenburg (HVE) and the Brandenburg Nature Conservation Implementation Act (BbgNatSchAG). Impact and compensation are mostly assessed through verbal argumentation. We coordinate measures with the lower nature conservation authority of Frankfurt (Oder) city and know the particularities of Oder valley and urban development at the university and technology location.
Typical measures in the city of Frankfurt (Oder)
Floodplain and flowing water development on the Oder
Restoration of soft-wood floodplain forest, near-natural bank structures and floodplain grassland in the vicinity of Ziegenwerder and the groyne fields, for the benefit of kingfisher, beaver and Oder dragonflies.
Sealing removal and inner development
Dismantling of sealed conversion and derelict sites, restoration and greening in the city area as compensation for sealing, with positive effect on city climate.
Dry grassland on Oder slopes
Management and restoration of thermophile sand dry and semi-dry grassland on Oder slopes through removal of encroaching vegetation and extensive grazing, habitat for sand lizard and wild bees.
Grassland extensification in surrounding area
Conversion of intensively used sites to species-rich extensively managed grassland in Oder valley and around Markendorf and Booßen, with adapted mowing for meadow-breeding birds.
Hedges, traditional orchards and field copses
Establishment of hedges, traditional orchards and field copses in city-adjacent agricultural landscape as stepping-stone habitats for skylark, grey partridge and wild bees.
Species protection CEF and FCS
Advance compensation measures under section 44 BNatSchG: replacement and winter roosts for bats on buildings, stone heaps and replacement habitats for sand lizard and newly created spawning waters for amphibians.
Protected species in the Independent Oder city in the East Brandenburg heath and lake region
Bats
Historic buildings, cellars and vaults of the inner city as well as cavity trees on Oder slopes provide bat roosts. Roost replacement and winter roosts are typical during renovation and demolition.
About this species ›Sand lizard
Railway systems, slopes and dry grassland of Oder slopes are habitat for sand lizard. As a frequent target species in construction projects, relocation and establishment of structured replacement habitats are usually required.
About this species ›Kingfisher
On steep banks and small waters of the Oder and in the vicinity of Ziegenwerder, kingfisher breeds. It benefits from near-natural bank structures and undisturbed floodplain sections.
About this species ›Red-bellied toad and great crested newt
In small waters and wet hollows of Oder valley live red-bellied toad, marsh frog and great crested newt. Newly created, sunny spawning waters are a proven compensation measure.
About this species ›Skylark
On arable sites around Markendorf, Booßen and Güldendorf, skylark breeds. Flower strips, larch windows and extensively managed margins counter population decline.
About this species ›Clubtail dragonflies and beaver
Green and Asian clubtail (Annex IV FFH Directive) as well as beaver and otter characterise the Oder as habitat artery. Impacts nearby require species protection assessment under section 44 BNatSchG.
Which projects trigger a compensation obligation?
Residential building and inner development
New residential areas, densification and dismantling and conversion of derelict sites regularly trigger compensation and replacement obligations according to the impact mitigation regulation.
Commerce, semiconductor and research
East Brandenburg Technology Park, IHP Leibniz Institute and microelectronics settlements lead to land sealing and thus compensation obligations, also coverable via eco-accounts.
Transport and infrastructure
Federal road B87, proximity to A12, rail line from Berlin to Warsaw and city bridge and transnational connections create compensation requirements along linear impacts.
Energy and grids
Free-field photovoltaic on conversion and arable sites and grid expansion require statutory nature conservation and species protection measures, including CEF and FCS measures.
