Assessment under Bilanzierungsmodell (ThürNatG)
Thuringia lies at the centre of Germany and has a strongly varied landscape. It is characterised by the Thüringer Wald and the adjoining Thüringer Schiefergebirge, the fertile Thüringer Becken in the north, Hainich National Park with its ancient beech forests, and the river and floodplain landscapes along the Saale, Werra and Unstrut. Thuringia's share of the Rhön completes this picture. This diversity of forests, open land and watercourses determines which compensation measures make ecological sense and are feasible in the respective natural region.
The legal basis for compensation is the impact mitigation regulation under §§ 13 to 15 BNatSchG, supplemented by the Thüringer Gesetz für Natur und Landschaft (ThürNatG). The Thuringian Bilanzierungsmodell is used to assess impact and compensation. This habitat value procedure describes the condition of an area using value points per square metre. The uplift results from the difference between the initial and target condition and can be allocated to an impact within a spatial and functional context.
Through an eco-account, uplift measures can be brought forward in time and stored as value points until they are allocated to a specific project. Completed and planned compensation measures are documented in the compensation register maintained by the nature conservation authorities. This keeps track of which areas are already allocated and which uplift is still available.

🌿 Ecological features
- The eco-account allows measures to be brought forward. The uplift achieved is booked as value points and remains available until it is allocated to an impact.
- Compensation should stand in a spatial and functional context and, where possible, take place within the affected natural region, so that the impaired functions are genuinely replaced.
- Alongside area-based compensation, production-integrated compensation (PIK) is possible, in which agriculturally used land is permanently upgraded from a nature conservation perspective.
- Special species protection under § 44 BNatSchG must be examined separately. Advance compensation measures (CEF measures) must already be effective before the impact occurs, in order to safeguard the conservation status of the local population (FCS).
- Responsibility for approval and review generally lies with the lower nature conservation authorities (Untere Naturschutzbehörde) of the districts and independent cities, supported technically by the Thüringer Landesamt für Umwelt, Bergbau und Naturschutz (TLUBN).
