Schleswig-Holstein lies between the North Sea and the Baltic Sea and is shaped by a flat to gently hilly landscape strongly influenced by agriculture. Marshland, geest and the Östliches Hügelland meet here with sensitive habitats such as the Wadden Sea, extensive Knick hedgerow landscapes, bogs and lakes. This natural-region setting determines which compensation measures are ecologically appropriate and which target habitat types can be expected to deliver a lasting uplift.

The nature conservation impact mitigation regulation under §§ 13 to 15 BNatSchG applies to impacts on nature and landscape. Avoidable impairments must be omitted, unavoidable ones must be compensated or replaced. In Schleswig-Holstein, the advance provision of such measures is governed by the Ökokonto- und Ausgleichsflächenkataster-Verordnung (Ökokonto-VO). Measures can be implemented, documented and managed in advance until they are allocated to a specific impact.
