Assessment under ÖkokontoVO LSA / Bewertungsmodell Sachsen-Anhalt

Saxony-Anhalt extends from the sparsely populated Altmark in the north, across the fertile Magdeburger Börde with its black-earth soils, to the Harz in the south-west. It is also shaped by the Fläming, the Dübener Heide, the Saale-Unstrut area and the near-natural floodplains along the central Elbe. This diversity of landscapes brings very different baseline values for areas and biotope types, which must be precisely captured when assessing impact and compensation.

The basis for statutory nature-conservation compensation is the impact mitigation regulation under §§ 13 to 15 BNatSchG in conjunction with the state's nature conservation law. For assessment, Saxony-Anhalt uses its own assessment model. Each biotope type is assigned a biotope value on a scale of 0 to 30 value points, based on criteria such as naturalness, rarity and restorability. The difference between the value before and after a measure gives the creditable eco-points.

Under the Eco-Account Ordinance (ÖkokontoVO), compensation measures can be implemented before a specific impact occurs and stockpiled in an eco-account. The eco-points generated in this way can later be credited towards impact projects, and trading in eco-account land and crediting entitlements is generally possible. The Federal Compensation Ordinance (BKompV) may additionally apply to projects approved under federal law.
