Compensation in Lower Saxony

Assessment under BNatSchG / NAGBNatSchG

At around 47,710 square kilometres, Lower Saxony is the second-largest federal state and is divided into 37 districts (including the Hannover Region) and 8 independent cities. Administrative regions have not existed since 2005. The landscape ranges from the North Sea coast with tidal flats and marshes, across the wide Geest areas and peatlands of the North German Plain, to the upland areas of the Harz and the Weserbergland.

Statutory nature-conservation compensation in Lower Saxony is governed by the impact mitigation regulation under §§ 13 to 15 BNatSchG in conjunction with the Lower Saxony Implementation Act (NAGBNatSchG). Unlike Bavaria or Baden-Württemberg, for example, Lower Saxony has not enacted its own Eco-Account Ordinance with a fixed points scheme. The assessment of impact and compensation is carried out via the biotope value method, which expresses the ecological upgrading of an area in value units (eco-points).

The basis for the assessment is the working aids of the state nature conservation administration (NLWKN). Approved and implemented measures are recorded in the compensation register under the Lower Saxony Compensation Register Ordinance (NKompVzVO) by the lower nature conservation authorities, to prevent double counting. greeNature allocates your impact to the correct assessment basis and provides suitable compensation areas and eco-points.
