Assessment under ÖkoKtoVO M-V
Mecklenburg-Western Pomerania lies in the north-east of Germany and, at around 23,295 km², is the sixth-largest federal state. It is sparsely populated and strongly shaped by its landscapes: the Baltic Sea coast with its Bodden lagoons, the islands of Rügen and Usedom, and the lake-rich Mecklenburg Lake District. High proportions of forest, peatland, grassland and near-natural waterbodies create good conditions for effective compensation measures.
Compensation follows the statutory impact mitigation regulation under §§ 13 to 15 BNatSchG. The basis for assessment is the Guidance on the Impact Mitigation Regulation (HzE 2018) issued by the LUNG, a biotope value method that assigns the affected biotope types value classes and a compensation requirement. Advance measures can be stockpiled via an eco-account. The Eco-Account Ordinance (ÖkoKtoVO M-V) governs stockpiling, approval in eco-points, and the recognised land agencies.
In addition to area-based compensation, the special species protection under § 44 BNatSchG must be observed. Where prohibitions are engaged, advance compensation measures (CEF measures) may be considered to safeguard the continued ecological function for the species affected.

- The assessment of impact and compensation is carried out via a biotope value method under the Guidance on the Impact Mitigation Regulation (HzE 2018) issued by the LUNG.
- Approved eco-account measures in land pools receive a 10 per cent supplement on their nature-conservation value upon approval.
- Six districts and two independent cities (Rostock and Schwerin), no administrative regions; the lower nature conservation authorities of the districts are generally responsible.
- Coastal, Bodden lagoon and lake landscapes with a high proportion of peatland and water bodies, suitable among other things for peatland rewetting and watercourse restoration.
- A statewide compensation and eco-account register records approved measures and eco-points.
