Hesse covers around 21,115 square kilometres and is divided into three administrative regions (Darmstadt, Gießen and Kassel) with 21 districts and 5 independent cities. The landscape ranges from upland areas such as the Taunus, Vogelsberg, Rhön and Rothaargebirge, via the river valleys of the Rhine, Main, Lahn and Fulda, to the fertile basin landscapes of the Wetterau.

The Compensation Ordinance (KV) is decisive for statutory nature-conservation compensation in Hesse. It assesses impact and compensation using the biotope value method and assigns each biotope type biotope value points (eco-points) based on a statewide-uniform annex. The ecological upgrading of an area results from the difference in value points, which can be held in an eco-account at the responsible nature conservation authority.
