Assessment under Staatsrätemodell

At around 755 square kilometres, Hamburg is the second-smallest federal state and at the same time a city state, in which state and municipality form a single unit. The city area is divided into seven boroughs and has neither districts nor administrative regions. The Elbe shapes the landscape with tidal waters, marshes and Geest ridges, complemented by extensive green space and peatland as well as the Hamburg Wadden Sea National Park around the island of Neuwerk.

For statutory nature-conservation compensation under §§ 13 to 15 BNatSchG, Hamburg predominantly applies the Staatsrätemodell. It assesses the condition of nature and landscape in value points per square metre and balances the impact against the planned compensation and replacement measures. Advance measures can be stockpiled via an eco-account under the Hamburg Eco-Account Ordinance, whose ecological value increases with each full year until allocation to a project.
