At around 891 square kilometres, Berlin is Germany's largest city state by area. As a unitary municipality, the state is divided into twelve boroughs, which act as subordinate administrative units; there are no districts or administrative regions. Despite the dense development, around a quarter of the city area consists of forest and green space, shaped by waterways such as the Spree and Havel and landscapes such as the Grunewald, the Tegeler Forst and the Müggelsee in the south-east.

The Berlin Procedure for the Assessment and Balancing of Impacts is decisive for statutory nature-conservation compensation in Berlin. It implements the impact mitigation regulation under §§ 13 to 15 BNatSchG together with the Berlin Nature Conservation Act and assesses impact and compensation on the basis of 21 value carriers.
